The Talent Acquisition (TA) Program Manager is a critical member of the TA team and will report to the Head of TA for Spark. This role will focus on developing strategies and delivery of TA Programs, enabling a great candidate and hiring manager experience, the discovery and attraction of diverse talent, and world class TA programs. The Program Manager will ensure Spark’s recruitment processes, procedures, and methodologies are efficient and effectively deliver. Key responsibilities include:


  • Design key recruitment performance indicators and partner with HR People Services and Technology group (new title of group) to build recruitment dashboards and analytics
  • Lead technology review, design, and continuous improvement and in particular, partner with HR People Services and Technology on management and use of Spark’s applicant tracking system
  • Lead recruitment process design, optimization, implementation, and continuous improvement (e.g., systems, candidate experience, hiring manager experience, interview process, offers, onboarding, etc.…)
  • Lead vendor assessment, selection and ongoing management (inclusive of recruitment tools, search agencies, job boards, etc.…)
  • Develop and implement recruitment advertising and social media campaigns leveraging Spark’s employee value proposition in partnership with Corporate Communications
  • Lead consistent and on time compliance reporting including annual AAP and any audits as required. Lead TA team in compliant recruitment practices consistent with guidance from OFCCP
  • Design and implement world class early in career talent program including interns, co-ops, post docs, and fellows. Partner and lead program across the business.
  • Serve as lead mobility program manager at Spark and primary liaison to Genentech’s Global Mobility team, lead immigration support for Spark’s international candidates and primary liaison to Spark’s outside immigration counsel




20% TA Reporting & Analytics

  • Understand TA reporting needs and design dashboards and analytics in partnership with HR Operations
  • Design and track TA key performance indicators and required metrics and analytics
  • Forecast and formulate hiring strategies, goals, and objectives in partnership with TA Leads and HRBPs
    • Participate in forecasting hiring demands and develop project plans, timelines/milestones, and deliverables
    • Determine appropriate resources needed to execute plan
    • Determine appropriate reporting metrics and dashboards for ongoing stakeholder communication
    • Develop systems to automate processes for efficiency and to maintain compliance

25% TA Tools and Technology Design, Implementation and Management

  • Identify, implement, and manage recruitment tools and technology in support of Talent Acquisition programs and processes
  • Lead identification of process improvements, technology enhancements, and training opportunities for the TA team, hiring managers and other stakeholders
  • Partner with HR People Services and Technology in the management of Spark’s applicant tracking system and seek to improve on the system to eliminate manual processes, ensure compliance and enable strong data tracking
  • Ensure talent acquisition compliance with policies, processes, and practices.  Maintain current knowledge of federal, state, and local employment practices and labor laws; assess programs and vendors for compliance
  • Develop training programs and tools to enable ease-of-use by talent acquisition team for all technology
  • Design and implement process for talent acquisition metrics to drive a high performing team


25% Candidate and Hiring Manager Experience

  • Design and implement training and processes for a world class candidate and hiring manager experience
  • Design and implement Spark’s recruitment advertising campaigns in partnership with Corporate Communications including:
    • Featuring Spark and Philadelphia as a great place to work and live and Spark as an employer of choice
    • Content design and ongoing maintenance for all platforms (e.g., Spark career site, LinkedIn, etc.…)
    • Track and report KPI’s for social media. Determine ROI and concentrate spend in support of key recruitment initiatives
    • Target niche and diverse talent pools
  • Design and manage Spark’s Employee Referral Program
  • Provide oversite and continuous improvement for Spark’s mobility and immigration programs
  • Lead design and training for preboarding activities (background checks, I9, required documents, etc.…)


25% Early in Career Program

  • Lead design and build of early in career program foundational components including system support, total rewards, budgeting, program design, recruitment, and branding strategies etc.…
  • Partner with key stakeholders across Spark to build a world class program to attract the next generation of talent
  • Establish ongoing relationships with key academic and diversity organization partners

5% General

  • Establish and maintain preferred vendor list for recruitment partners; negotiate best practices contracts with recruitment vendors
  • Manage and review vendor contracts, purchasing process
  • Perform other duties and responsibilities as assigned






  • Bachelor’s Degree
  • Project Management Certification preferred



  • 8+ yrs. of progressive recruitment experience with a combination of recruiting and program management
  • Life science experience preferred
  • Demonstrated ability to lead large projects, translate goals by completing projects on time, on budget and with high quality results
  • Demonstrated experience leading the identification and implementation of continuous improvement processes and tools to enhance the TA function while maximizing results and minimizing cost
  • Demonstrated experience leading the design and implementation of recruitment processes including ATS system requirements and design
  • Demonstrated experience leading the design and implementation of recruitment advertising campaigns across digital platforms
