The Program Management Office (PMO) Lead, will be primarily responsible for setting, maintaining, and ensuring program and project management standards across Spark.  This person will also be responsible for leading business change initiatives associated with the new standards.  Further, the PMO Lead is responsible for the various systems and program centric datasets which are key enablers of Spark’s business goals.

 

Additionally, this person will lead and support the implementation of a project centric culture by educating, delivering, and reinforcing Project methodology to enable an atmosphere of harmonized delivery across the organization.  At the outset the incumbent will be responsible to lead several change initiatives/workstreams to form the first iteration of the Program Management Office (PMO) and it will be the role of the PMO Lead to ensure these changes are embedded successfully into the business.   Following this they will be accountable for improving the overall program planning and management maturity across the organization, and responsible for supporting and enabling the organization’s projects, programs and structured work efforts. 

 

The ideal candidate is an accomplished Biotech/ Pharma PMO Lead and Project Manager.  They should also be comfortable with ambiguity, complexity and excel in managing senior stakeholders and multiple high priority initiatives. 

 

RESPONSIBILITIES:

Portfolio Program Management

  • Develop and evolve the processes and tools that support the portfolio program lifecycle
  • Coordinates the development and delivery of training to all stakeholders associated with development Programs
  • Primary owner for Program systems ensuring that these are available and fit for purpose to support Spark’s business goals
  • Accountable to build Program data libraries, e.g. work breakdown structures (WBS), standard estimates, etc. and ensure that these are fit for purpose on an ongoing basis.
  • Sets and maintains program quality standards across the PMO and ensures the organization is adhering to these
  • Communicates with Program Managers, Portfolio Management, and other stakeholders to coordinate requests and provide information to support the business cycle
  • Supports Program Managers in their daily work including coaching and mentoring in systems, tools, processes, and best practices
  • Co-ordinate Program handover and closeout activities at the end of each development phase to ensure learnings are captured and codified

Business Initiatives Project Management

  • Co-ordinates governance around business initiatives including setting agendas, meeting facilitation, and recording outcomes.
  • Coordinates and tracks the portfolio of business projects 
  • Provides management reporting on business project portfolio
  • Assists in project initiation process to ensure projects are set up for success
  • Facilitates project closeout to ensure learnings are codified and business benefits are realized
  • Maintains a set of business project management processes that outline the business project management methodology in Spark
  • Develops and facilitates training of business project management methods to the business 

 

REQUIREMENTS:

 

  • College degree (required) and higher education degree, e.g. MS, MBA, PhD (preferred)
  • 10+ years of experience in life sciences and biotechnology industry (required).
  • 5+ years experience in life sciences and biotechnology industry managing both asset development projects as well as supporting program systems or process. (required)  
  • Project Management certification, e.g. PMI, APM (required)
  • Clear understanding of the project management discipline (required)
  • Delivery of business change projects (preferred)
  • Prior experience establishing a PMO (preferred)
  • Experience with Asset resource and budget allocation management methodologies (preferred)
  • Ability to manage vendors and contractors to achieve best results
  • Ability to present thoughts clearly and concisely to all levels of the company
  • Strong leader with track record of delivering challenging projects
  • Demonstrated experience in scenario planning, problem resolution and goal setting for teams
  • Demonstrated track record of working collaboratively in a cross functional environment, and leading people without reporting authority
